El gasto público de todo el sector educativo en 2011 se estima en 4,9% del PIB y específicamente para educación superior corresponderá el 1,01% del PIB. Por otra parte, la inversión directa de recursos del Estado al sistema de educación superior, será de 3,87 billones de pesos en 2011.

El financiamiento público de la educación superior en Colombia se da a través de mecanismos dirigidos a la oferta y entrega de subsidios a los estudiantes, entre los que se cuentan:

-Los aportes directos de la Nación a las instituciones de educación superior (IES) públicas, los cuales ascenderán en 2011 a 2,2 billones de pesos. Esta reforma garantiza, además, recursos públicos entre 2012 y 2022, por 35,3 billones de pesos, en pesos corrientes, para las Instituciones de Educación Superior públicas, de los cuales 6 billones de pesos son adicionales.

-La generación de recursos propios que cada institución consigue en el ejercicio de sus labores misionales de formación, extensión e investigación, los cuales alcanzaron en 2009 los 2,1 billones de pesos.

-Los recursos de inversión de Colciencias que se destinan a proyectos de investigación de las IES ascenderán en 2011 a 300.000 millones de pesos.

-Para los proyectos de fomento dirigidos desde el Ministerio de Educación Nacional se destinarán 133.403 millones de pesos en 2011. En 2010, se asignaron 123.089 millones de pesos.

-Recursos destinados por el Sena a formación técnica y tecnológica, y educación para el trabajo y el desarrollo humano. En 2010, se destinaron 1,68 billones de pesos y para 2011 la asignación es de 1,77 billones de pesos.

-Créditos para infraestructura (física y tecnológica) a través del Ministerio de Educación y Findeter.
