Desgreño en EPN

Está demostrado que la prestación de los servicios de acueducto y alcantarillado a cargo de EPN no ha sido la más eficiente. La entidad se ha convertido en un fortín burocrático, orientado a prestar favores políticos y en otros casos en la caja menor de los alcaldes de turno. El aumento de la nómina burocrática, sin justificación técnica, sin funciones y sin que primaran criterios de meritocracia, como ocurrió en la anterior administración, es el reflejo del desgreño administrativo introducido en la principal empresa local.
Pero además, la reforma estatutaria, a espaldas de la comunidad y la ampliación de las facultades para la contratación directa, muestran otros intereses distintos al mejoramiento del servicio público. Y súmele también los excesivos beneficios para directivos y sindicalistas que no se compadecen ni contribuyen a garantizar eficiencia en la prestación de los servicios.
En este campo el reto del alcalde Pedro Hernán Suárez es bien grande. Y no se trata de un simple maquillaje. Se requiere una intervención de fondo para enfrentar la delicada situación que comienza a develarse. El desmonte de los privilegios de algunos directivos y la racionalidad en el gasto son las primeras medidas. Sin embargo, el mandatario reiteró que su meta es devolverle la rentabilidad y la eficiencia. Y descartó cualquier tipo de privatización.
Sin embargo, desde la perspectiva constitucional el fenómeno privatizador, no consiste simplemente en transferir el dominio de las Empresas Públicas al sector privado. Delegar en terceros la prestación del servicio sin renunciar a su titularidad, para que gestione o ejecute determinadas actividades especializadas, es una opción posible. Un modelo de participación de la sociedad civil, bajo el cual se traspasen al sector privado algunas de las funciones tradicionalmente adelantadas por la empresa, conservando la participación estatal en sectores estratégicos, pude ser una alternativa.
Actividades como la potabilización del agua, distribución, facturación y cobro, así como de la recolección, transporte, descarga y tratamiento de las basuras y residuos sólidos pueden ejecutarse a través de empresas asociativas, empresas comunitarias, cooperativas o pymes. No es posible que operadores foráneos como Diselecsa o Ciudad Limpia, sigan prestando estos servicios, muchas veces en condiciones desventajosas como ha ocurrido con el alumbrado público.
Inversionistas huilenses, profesionales especializados en el sector, comunidades organizadas pueden participar en un modelo de gestión empresarial orientado a garantizar calidad, eficiencia, continuidad y mayores coberturas. Pero además, orientado a generar empleo y promover productividad y desarrollo empresarial huilense.
Pero además, la democratización de la propiedad, a través de acciones para los usuarios como ocurre con Ecopetrol, son alternativas posibles, acordes con el perfil constitucional del país como Estado Social de Derecho, encargado de servir a la comunidad, promover la prosperidad general, garantizar la efectividad de los derechos y facilitar la participación de todos en la vida económica política de la Nación.
Cualquiera que sea el esquema, debe adoptarse con urgencia. Si la empresa sigue siendo ineficiente, no garantiza calidad ni continuidad en los servicios fácilmente puede ser intervenida por la Superintendencia de Servicios Públicos, como ha sucedido en otras regiones del país.

(There are other players worth considering out there, like the Sony Walkman X, but I hope this gives you enough info to make an informed decision of the Zune vs players other than the iPod line as well.)

This is getting a bit more subjective, but I much prefer the Zune Marketplace. The interface is colorful, has more flair, and some cool features like ‘Mixview’ that let you quickly see related albums, songs, or other users related to what you’re listening to. Clicking on one of those will center on that item, and another set of “neighbors” will come into view, allowing you to navigate around exploring by similar artists, songs, or users. Speaking of users, the Zune “Social” is also great fun, letting you find others with shared tastes and becoming friends with them. You then can listen to a playlist created based on an amalgamation of what all your friends are listening to, which is also enjoyable. Those concerned with privacy will be relieved to know you can prevent the public from seeing your personal listening habits if you so choose.

If you’re still on the fence: grab your favorite earphones, head down to a Best Buy and ask to plug them into a Zune then an iPod and see which one sounds better to you, and which interface makes you smile more. Then you’ll know which is right for you.

Apple now has Rhapsody as an app, which is a great start, but it is currently hampered by the inability to store locally on your iPod, and has a dismal 64kbps bit rate. If this changes, then it will somewhat negate this advantage for the Zune, but the 10 songs per month will still be a big plus in Zune Pass’ favor.

Hands down, Apple’s app store wins by a mile. It’s a huge selection of all sorts of apps vs a rather sad selection of a handful for Zune. Microsoft has plans, especially in the realm of games, but I’m not sure I’d want to bet on the future if this aspect is important to you. The iPod is a much better choice in that case.

The new Zune browser is surprisingly good, but not as good as the iPod’s. It works well, but isn’t as fast as Safari, and has a clunkier interface. If you occasionally plan on using the web browser that’s not an issue, but if you’re planning to browse the web alot from your PMP then the iPod’s larger screen and better browser may be important.
