Embargo de EE.UU. a Cuba podría endurecerse

LA HABANA (AFP) – El embargo estadounidense sobre Cuba cumplió 50 años en medio de las reformas de Raúl Castro en la isla y de una campaña electoral en Estados Unidos en la que los republicanos prometen endurecerlo.
“1962. El presidente de Estados Unidos, John F. Kennedy emite la Proclama Presidencial 3447, que impone el bloqueo económico total de ese país con Cuba”, recordó el diario oficial Granma en su columna “hoy en la historia”.
La medida completó un entramado legal contrapuesto a las nacionalizaciones de las propiedades estadounidenses tras el triunfo de la revolución de Fidel Castro en Cuba en 1959, dentro de una atmósfera política enrarecida entre los dos países, que habían roto sus relaciones diplomáticas el 3 de enero de 1961.
Reprobado por el papa Juan Pablo II como “injusto” y “éticamente inaceptable” en su histórica visita a la isla en enero de 1998, el embargo ha sido condenado abrumadoramente por la Asamblea General de Naciones Unidas cada año desde 1992. La condena de 2011 tuvo 186 votos a favor, 2 en contra (Estados Unidos e Israel) y 3 abstenciones (Islas Marshall, Micronesia y Palau).
Según La Habana, hasta 2010 las pérdidas por el embargo superaban los 104.000 millones de dólares, más del triple del Producto Interno Bruto de la isla, y tiene impacto en sectores sensibles como la salud, la alimentación y la educación: golpea “indiscriminadamente” a la población, dijo Juan Pablo II. El embargo fue reforzado por las leyes Torricelli, de 1992, y Helms-Burton, de 1996.
La llegada de Barack Obama a la Casa Blanca en 2009 hizo pensar a algunos que comenzaría el desmontaje del embargo, pero el mandatario “ha tenido que renunciar a los pretextos más repetidos para justificar el bloqueo e inventar otros cada vez más insostenibles”, según el presidente cubano Raúl Castro.
Críticos del gobierno comunista de La Habana lo acusan de invocar el embargo estadounidense para justificar el fracaso de políticas económicas que han provocado estancamiento y retroceso en la isla. El propio Raúl Castro ha exigido a los dirigentes cubanos dejar de “echarle la culpa al bloqueo” y trabajar con disciplina y eficiencia.
Para ello, el mandatario impulsa más de 300 reformas, aprobadas por el VI Congreso del Partido Comunista en abril de 2011, destinadas a “actualizar” el agotado modelo económico de corte soviético, previendo que el embargo seguirá vigente en el futuro. “Con ecuanimidad y paciencia, nos dedicaremos a cumplir los acuerdos del Congreso mientras transcurren las elecciones estadounidenses. Sabemos que el bloqueo continuará “, dijo Raúl Castro el 23 de diciembre ante el Parlamento.
La campaña electoral en Estados Unidos preludia un endurecimiento del embargo, al menos en el discurso, toda vez que los precandidatos republicanos que visitan Florida, estado clave en la contienda y meca del exilio anticastrista, han prometido mano dura con La Habana si llegan a la presidencia. Sin embargo, parte de los exiliados cubanos radicados en Estados Unidos desaprueba el embargo y parece interesado en insertarse en el proceso de reformas que vive la isla.
“Pocos factores puedan golpear con más fuerza al embargo norteamericano que una apertura en las relaciones entre Cuba y sus emigrados”, opinó el académico cubano Arturo López Levy, de la Universidad de Denver (Colorado, EEUU), en un debate publicado este viernes por la revista católica Espacio Laical. Señaló que para ello Cuba debe modificar sus leyes migratorias.
